Tout au long de son histoire millénaire, le Luxembourg s’est sans cesse réinventé. Carrefour cosmopolite au centre de l’Europe, véritable melting-pot de nationalités, de cultures et de langues, le pays est un lieu de rencontres internationales et de dialogue interculturel. Le dynamisme de la culture et des industries créatives a été renforcé par l'organisation de trois Capitales européennes de la culture qui se sont déroulées à Luxembourg-Ville en 1995 et en 2007 et à Esch-sur-Alzette en 2022, amplifiant l’attractivité culturelle du pays et des régions limitrophes.

L’orientation stratégique des politiques culturelles luxembourgeoises repose sur la reconnaissance du rôle essentiel de la culture dans le débat démocratique et la promotion des valeurs fondamentales du Luxembourg. Sont valorisées, d’une part, la culture et l’art comme moyens d’émancipation et d’épanouissement et, d’autre part, l’impact économique et social du secteur culturel qui favorise une professionnalisation des acteurs culturels.

Le Luxembourg vise également à renforcer son rayonnement au niveau international par une diplomatie culturelle active. En promouvant l’échange culturel, artistique, scientifique et éducatif, la diplomatie culturelle contribue à l’image positive du Luxembourg à l’étranger et au développement des bonnes relations avec d’autres pays. Le réseau diplomatique et consulaire luxembourgeois, et en particulier les Maisons du Grand-Duché de Luxembourg (MGDL) établies au sein d’un certain nombre de représentations à travers le monde, contribuent proactivement à promouvoir la culture luxembourgeoise dans toute sa diversité à l’échelle internationale.

Au sein du Ministère des Affaires étrangères, la diplomatie culturelle mise en œuvre par les ambassades et les consulats est appuyée par la Direction des Affaires consulaires et des Relations culturelles internationales, en étroite collaboration avec d’autres administrations tels que le Ministère de la Culture et de nombreux autres acteurs du paysage culturel luxembourgeois.

Why does international law matter, even to the most powerful actors in our global order? Join us for a discussion led by Dr Alain Germeaux, Principal Legal Adviser to the Luxembourg Ministry of Foreign Affairs, on the importance of international law and how it affects the behaviour of even the most powerful actors of our global community.

Reflecting on the precarious nature of our global order remains as necessary as ever. In the aftermath of a global pandemic that has strained belief in the bonds of international cooperation, and within a world experiencing dozens of ongoing armed conflicts, UN Secretary General António Guterres has even felt the need to remind us that: “We will not solve our common challenges in a fragmented way.” Dr Alain Germeaux, in his book The International Legal Order in Global Governance, highlights how this ‘requires a normative framework for actors to communicate, exchange claims and justify conduct.’

The international legal order aims to provide us with one such framework. Yet, it suffers from an enduring problem. Many question whether international law is up to the task of restricting those actors powerful enough from pursuing their own particular interest, at the expense of common goals. The current ongoing international conflict between Russia and Ukraine, to provide but one example, only adds fuel to these concerns.

In this lecture, Dr Germeux is joined by Thea Coventry, Dr Kostiantyn Gorobets and Dr Leitiza Lo Giacco to engage in dialogue over these enduring problems surrounding the publicness of international law, and core claims raised in his book.

The lecture is co-organised by the Grand Duchy of Luxembourg in the Hague, and with the ‘Public interest(s) inside/within international and European institutions and their practices’ strand of the T.M.C. Asser Instituut. This research strand zooms in on how public interests shape, and are shaped in the institutional practices of international and European courts, such as the International Court of Justice (ICJ) and the European Court of Human Rights (ECtHR), as well as organisations such as the United Nations (UN) and the World Trade Organization (WTO).

A SPELL IN THE ALPHABET SOUP

A Spell in the Alphabet Soup marks Mike Bourscheid’s first exhibition in the Netherlands.
The starting point of the work is the family home and its complexities. Large wooden Jumping Jacks, stained glass houses with medicinal herbs and a new video installation introduce us to autofictive characters inspired by the artist’s mother, who raised her child as a single parent. Mike uses costumes and props in his work to constantly change his identity, celebrating a child’s rich imagination and ways of storytelling that often get restrained by rationality later in life. Through his art, Mike examines and challenges traditional family roles, relationships and patriarchal power, ultimately questioning social conventions within our society.

Duo Encordé

Concert at the Luther Museum on April 21th 2024 at 15:00

Duo Encordé is a young classical guitar duo based in Amsterdam, Netherlands. Michele Reali and
Eva Victoria Schockmel met during their studies at the Conservatorium van Amsterdam, where they
are about to graduate from their respective Master and Bachelor degree in the class of Gabriel
Bianco. The concert at the Luther Museum in Amsterdam is their debut as a duo. The name ‘Duo
Encordé’ is inspired by the French verb ‘s’encorder’ which refers to the action of securing oneself
and one to another with the same rope in mountaineering, and concomitantly encapsulates the noun
‘cordes’ (strings). In this joint adventure, Michele and Eva take you on a journey through the
repertoire of the classical guitar. They will perform original works written for guitar duo as well as
arrangements by composers such as Mario Castelnuovo-Tedesco, Claude Debussy, Felix
Mendelssohn, Enrique Granados and Fernando Sor.

Duo Encordé is een jong klassiek gitaarduo gevestigd in Amsterdam. Michele Reali en Eva Victoria
Schockmel leerden elkaar kennen tijdens hun studie aan het Conservatorium van Amsterdam, waar
zij op het punt staan hun respectievelijke Master en Bachelor diploma te behalen in de klas van
Gabriel Bianco. Het concert in het Luther Museum in Amsterdam is hun debuut als duo. De naam
'Duo Encordé' is geïnspireerd op het Franse werkwoord 's'encorder', wat verwijst naar het
vastknopen van zichzelf en een ander met hetzelfde touw tijdens het bergbeklimmen en omvat
tegelijkertijd het zelfstandig naamwoord 'cordes' (koorden). In dit gezamenlijke avontuur nemen
Michele en Eva je mee op een reis door het repertoire van de klassieke gitaar. Ze brengen originele
werken geschreven voor gitaarduo en arrangementen van componisten zoals Mario Castelnuovo-
Tedesco, Claude Debussy, Felix Mendelssohn, Enrique Granados en Fernando Sor.
